Biographical Information

Stephen A. Higginson serves as a judge for the U.S. Court of Appeals for the Fifth Circuit, after being nominated by President Obama in 2011. He is also the presiding judge for the Foreign Intelligence Surveillance Court of Review. Before joining the Fifth Circuit, Higginson served as assistant U.S. attorney for the Eastern District of Louisiana and the District of Massachusetts. From 2004 to 2011, he was an associate professor at Loyola University New Orleans College of Law. He earned his bachelor’s degree from Harvard University, his law degree from Yale University and his master's degree from the University of Cambridge.
