David A. O’Neal is currently a partner at Parker, Hudson, Rainer & Dobbs. His practice includes defending companies and individuals in high-stakes federal investigations, False Claims Act litigation against the government and whistleblowers, and complex civil litigation. He has extensive experience related to enforcement under the Controlled Substances Act, the Food, Drug & Cosmetic Act and state regulations regarding the dispensing and diversion of dangerous drugs.
Previously, he served for over a decade as an assistant U.S. attorney. He handled high profile criminal fraud cases, including matters involving healthcare fraud, the Anti-Kickback Statute, mortgage fraud, investment fraud and money laundering. He served as the opioid coordinator for the U.S. Attorney’s Office, investigating doctors and pharmacists for criminally dispensing dangerous opioid drugs. After law school, he served as a judicial clerk to Judge Rhesa Hawkins Barksdale of the U.S. Court of Appeals for the Fifth Circuit.
O’Neal earned his bachelor’s degree magna cum laude from the University of Georgia and his Juris Doctor summa cum laude from the University of Mississippi. During law school he served as the executive notes and comments editor for the Mississippi Law Journal.
